HISTORICAL BACKGROUND As part of President Muhammadu Buhari’s developmental agenda of addressing the Housing challenge in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme for the construction of acceptable, accessible and affordable houses nationwide. The first phase of the programme commenced in the 2016 financial year in 34 states of the Federation and the Federal Capital Territory (FCT) with initial focus on state capitals. The National Housing Programme is driven by an Implementation Committee chaired by the Head of Department of Public Building & Housing Development (PBHD) with members drawn from relevant Services Departments. The Federal Government Budgeted N35.6bn for the National Housing Programme in 2016. After series of consultations and presentations by relevant stakeholders in the industry at the instance of the Hon. Minister of Works and Housing, Mr. Babatunde Fashola SAN, it was concluded that there was the need to design a housing model (National Housing Programme) that would best suit the cultural diversities of the country and particularly encourage local manufacturers, professionals and artisans in order to create wealth and jobs and its attendant impact on the economy. This initiative is geared towards supporting local manufacturing and aimed at standardization of housing construction in Nigeria. In November 2016, the Ministry awarded N27,448,884,281.64 (Twenty-Seven Billion Four Hundred and Forty-Eight Million Eight Hundred and Eighty-Four Thousand Two Hundred and Eighty- One Naira Sixty- Four Kobo) worth of contracts to 542 contractors for the construction of 2,736 housing units in categories of one bedroom, two bedroom, three bedroom semi-detached bungalows and condominiums comprising of one bedroom, two bedroom and three bedroom apartments nationwide.
